Bell Cornwell has successfully obtained full planning permission for a mixed-use development in Pinhoe, Devon. We assisted our client, Stuart Partners Limited in securing permission for the scheme comprising a 64-bedroom care home for the elderly, a medium-sized retail building, a seven-unit office block and 250 space Park and Change.
Pinhoe is a village based on the north-eastern outskirts of Exeter set in an environmentally sensitive area and there were adjoining sites to consider and support throughout the application. The site forms part of the wider Old Park Farm urban expansion scheme, which our Devon team also worked on, and includes 750 new homes. Therefore, it was crucial for this development to be sensitive to the surrounding homes. The commercial side of the development was well needed in the area to both facilitate the new homes being built as well as support any existing ones.

We negotiated with officers to achieve a solution that was acceptable to the Council and move the application forward for the client. We provided detailed analysis in response to issues raised and all technical matters including planning policy, design, employment generation and landscape and drainage, amongst many others. It was Bell Cornwell’s ability to effectively project manage and navigate such a diverse range of ‘in principle’ and technical issues that lead to a successful outcome.
The scheme is one that Bell Cornwell are very proud to have worked on as the development will provide day to day benefits to the local community whilst generating employment at various levels and support to the local school.
