Mark Cooke is an Associate based in our Hook office and joined Bell Cornwell during 2024. Mark has a broad range of planning experience and can undertake planning / site appraisals, applications and strategic planning work on behalf of his clients, providing advice at all stages of a project.
Expertise
Mark has worked on a wide range of proposals varying in size and complexity within the residential sector (including both traditional build and MMC) and has led town centre regeneration strategies and Green Infrastructure strategies. He specialises in development management, site appraisal and has experience in planning policy and environmental planning. Much of his work has been across southern England, including Hampshire, Wiltshire and neighbouring authorities
Experience
Having started his career in local government at Wiltshire Council as a Minerals and Waste Planning policy officer, Mark advanced to become a Senior planning officer leading on the delivery of a Strategic Minerals and Waste and Housing Planning Policy documents for the council.
Following this, Mark has worked across various roles in the private sector – including at both planning and environmental consultancies and for SME housebuilders, providing planning advice at all stages of projects. Mark, therefore, has a breadth of knowledge across a number of planning sectors, and working on the client side has provided him with a greater understanding of projects from a developer’s perspective
Education
Mark’s professional qualifications are a testament to his expertise and knowledge. He obtained a BA (Hons) in Geography at Exeter University before completing a Masters in Town and Country Planning from the University of the West of England. Mark has been a fully chartered member of the Royal Town Planning Institute since 2016, further solidifying his professional standing in the industry.
